The UN envoy to Libya is pushing hard for security council resolution that will commit foreign powers to stop an escalating proxy war and also work towards making the arms embargo a reality.
Ghassan Salame communicated this before an international conference to be organized in Germany that intends to bring together the five permanent members of the U.N. Security Council as well as the United Arab Emirates, Italy, Turkey, and Egypt. The date for the conference has not been decided as yet.
The conference is one-of-its-kind being organized to end the turmoil facing Libya and is being said to be the first-ever diplomatic push. Speaking to the media over the intent of the conference, Salame said, “Expressions of hope and encouragement and verbal support are not what I’m looking for – I’m looking for a clear expression of the will to end the war in Libya.”
Ghassan is also pushing for a clear expression of the action in a UN Security Council resolution and asking for a ‘follow-up’ mechanism for full accountability.
A panel of experts that monitor the arms embargo have discovered dozens of violations and that foreign interference has made the situation worse. It has been confirmed that such foreign interference has made more blatant violations of the arms embargo and freely used foreign mercenaries and operators of foreign supplied drones.
Libya has been divided into rival, shifting camps based in the east and west since 2014, three years after a NATO-backed uprising overthrew former leader Muammar Gaddafi. The offensive against Tripoli was quickly stalled on the capital’s outskirts. But it did expose international divisions with no country taking onus for innocent lives lost to air bombings.
Haftar launched his campaign on April 4 during a visit to Libya by U.N. Secretary-General Antonio Guterres, just 10 days before a national conference at the center of a peace process planned by Salame was due to take place.
Salame feels that it is time to push for more reactive and quick reporting systems where those who violate should be sanctioned and make countries that have been supplying arms and ammunition to make a public declaration of adherence.
